Paradoxalement l’implémentation de la doctrine axé sur la police de proximité semble être conduit par les partenaires que dans quelques villes comme à Kananga, Matadi et Bukavu. D’autres coins de la République semblent observer le processus de loin. C’est pourquoi, il est nécessaire que le Gouvernement prenne en charge ce processus relevant de la souveraineté du Pays,et un espoir au moins sur papier de mettre fin à la violence urbaine.
