Ce texte démontre que le Congolais souverain a conçu le Congo avec la réflexion colonialiste du Belge. La souveraineté acquise le 30/06/1960 n’a pas été accompagnée par une vision administrative différente de celle de la Belgique. Voilà pourquoi, la délimitation administrative de la RDC est un héritage colonial bien assimilé sans modification profonde basée sur un nouveau modèle d’exploitation et de gestion du territoire national. Autrement dit, sans la colonisation, le Congolais aurait du mal à définir son propre modèle de développement et de gestion de son espace. Ainsi, les institutions politiques congolaises doivent revoir leur plan de développement de la RDC basé sur une cartographie réaliste du pays en fonction des particularités de chaque entité.
