Las transformaciones que se han producido en el modo de hacer la guerra tras el fin de la Guerra Fría, en particular la aparición de las guerras ‘virtuosas’, son estudiadas en este libro a través de los cambios en los discursos geopolíticos, pero también de un análisis de la geopolítica y biopolítica de la soberanía. Mediante el contraste con la antigua clasificación romana de las personas, se intenta establecer cuáles son las nuevas condiciones de la dominación estadounidense en el planeta, que implican la (re)afirmación de figuras de soberanía previamente existentes, como el «protectorado» o la «soberanía restringida», junto con el desarrollo de una nueva biopolítica de la humanidad, que implica la distinción de vidas útiles, que se deben preservar, y vidas inútiles, que en ocasiones es incluso necesario eliminar para proteger las primeras. Finalmente, se aborda el estudio de la faz interna de la «Guerra contra el terrorismo», es decir, miramos hacia lo que ocurre en el interior de las fronteras estadounidenses. Se utiliza la institución romana del Campus Martius y el concepto foucaultiano de heterotopías para deconstruir el conjunto de prácticas que conformó la seguridad nacional estadounidense tras los atentados del 11 S. Se trata en definitiva de mostrar cómo las nuevas postmodernas «guerras virtuosas», desarrolladas fuera de Europa Occidental y América del Norte reconfiguran la política, el territorio y la soberanía en los rincones del mundo en que se desarrollan, pero también en Occidente.
