Sur les 22 pays qui disposent actuellement d’au moins 1 kg de matière fissile de qualité militaire, l’Inde et le Pakistan ont été identifiés comme étant des pays à risque en matière de terrorisme nucléaire. De plus, en raison du danger que constitue la présence d’acteurs non-étatiques puissants dans ces deux pays, leur matière fissile et leur stock d’armes nucléaires pourraient être vulnérables au risque de vol et donc être utilisés dans des actes de terrorisme. Il est estimé que le Pakistan possède 145 armes nucléaires et l’Inde 135. Au travers d’entretiens avec des experts nucléaires, cette recherche a pour but d’apporter une voix importante dans le débat (souvent occidental) sur le terrorisme nucléaire en Asie du Sud, voix qui a été relativement peu entendue dans le passé, celle de chercheurs Indiens et Pakistanais.
