Cet ouvrage explique la dérive de la politique de coopération, ou aide publique au développement, une politique publique théoriquement basée sur le couple solidarité/intérêt. L’auteur montre comment celles et ceux qui la conçoivent n’ont cessé de marginaliser la première dimension au profit de la seconde. Il remet en cause la définition convenue de l’aide publique au développement. L’aide n’est pas qu’un flux unidirectionnel d’un donateur vers un receveur mais un échange. Elle n’est accordée qu’en contrepartie de divers avantages. Il convient donc de décentrer le regard habituel en s’intéressant autant, sinon plus, à ce que le donateur reçoit qu’à ce qu’il octroie.
