Dans le cadre de cette recherche, une étude a été menée sur la manière dont la participation des citoyens a réussi à influencer la formulation et l’exécution des politiques publiques dans la ville de Bogota. L’étude de cas choisie est celle des services publics (eau) pendant les périodes de gouvernement de Luis Eduardo Garzón (2004-2008) et de Samuel Moreno (2008-211). Au cours de cette période, nous avons analysé les mécanismes et les politiques publiques qui ont encouragé et facilité la participation des citoyens à la prise de décision sur une question aussi vitale et importante que celle des services publics dans la ville de Bogota.
