Pero ¿cuántos estudiosos del pasado romano han reflexionado sobre el papel que jugó la flota romana en el desarrollo de la urbe y su hegemonía en el Mediterráneo? Estudiar el uso del mar para el pueblo romano no sólo es hablar de barcos que transportaron mercancías de un punto a otro en el Mediterráneo o, en su caso de victorias navales en el Mare Nostrum. Analizar el control del mar para una civilización como lo fue la romana consiste en explicar a partir de cuándo, bajó cuáles condiciones y quiénes favorecieron el dominio romano en el Mediterráneo. Derivado de lo anterior, a través de las siguientes páginas se analizará el origen, desarrollo y transformación de la marina de guerra romana desde la construcción del puerto de Ostia en el siglo VI a.C. hasta la desarticulación del Mare Nostrum, a finales del siglo VI d.C.
