L’utilisation militarisée d’un agent biologique au cours d’une guerre a conduit au remplacement de la guerre thermonucléaire par une guerre bactériologique hautement contagieuse. Une guerre biologique est un jeu stratégique post-moderne dans lequel un jeu de relations politiques se produit, ce qui en fait une icône bio-politique. Dans son roman Whiteout, Ken Follett a décrit le danger menaçant d’une épidémie de virus qui génère un réseau de crises, y compris la politique de la mort. Le jeu politique de la vie et de la mort pénètre profondément dans l’idée de la bio-politique que Foucault décrit comme une méthodologie visant à soutenir et à maintenir la vie. Dans cette guerre virtuelle mortelle, le panoptique et la quarantaine sont mis en place pour parvenir à la normalité. En tant que structure complexe impliquant des interactions politiques et des connaissances scientifiques, le bioterrorisme peut être considéré comme une version extrême de la biopolitique.
