Comment s’opère l’engagement de l’Organisation Internationale de la Francophonie dans la sortie de conflits de pouvoir qu’ont connus la Côte d’Ivoire dès 1999 et Madagascar en 2009 ? Quels en sont les déterminants normatifs dans les deux pays ? Cet ouvrage tente d’y répondre en partant de l’hypothèse que le déploiement de la Francophonie dans la sortie des conflits de pouvoir en Côte d’Ivoire et à Madagascar montre l’engagement de l’organisation à pacifier les rapports entre les parties en tension par la diffusion des principes, valeurs et normes d’intégration et de compétition. Inversement, cette trame idéelle dans l’action influence à son tour la Francophonie qui intègre dans sa pratique de médiation les conditions sociales d’émergence des conflits. Les idées de la Francophonie apparaissent ainsi complexes, dynamiques et déterminées par la configuration du conflit. Les résultats de cette recherche sont à percevoir à deux niveaux : la survie de l’OIF en tant qu’organisation intergouvernementale à vocation culturelle repose sur l’apprentissage du travail politique de médiation afin de contribuer à la pacification de certains de ses États membres en crise. Le corollaire de ce premier apport est le cumul de la connaissance sur les idées dans les relations internationales. Les idées ne sont plus simplement analysées comme présentes dans les rapports s’y déroulant, elles sont concrétisées par des dispositifs matériels dont l’entrepreneuriat des acteurs au sein de processus pratiques permet leur imposition mais aussi leur adaptation.
