Il diagnostique une crise profonde, caractérisée par une rigidité administrative, une multiplicité de statuts et des dysfonctionnements dans les processus clés que sont le recrutement, la carrière et l’évaluation. Elle met en lumière le décalage croissant entre le cadre juridique en vigueur et les exigences d’une administration moderne et performante.Malgré des tentatives de réforme, notamment depuis la Constitution de 2011, le système reste enlisé. L’ouvrage plaide pour une réforme globale et courageuse. S’inspirant d’expériences internationales, celle-ci devrait opérer une transition essentielle : passer d’une logique de statut à une logique d’emploi et de compétences. L’objectif final est de construire une fonction publique innovante, capable de soutenir efficacement le développement du Maroc.
