Vengono esaminate le varie manifestazioni della crisi e si dimostra che la scarsa qualità delle istituzioni nazionali e il loro funzionamento sono alla base della stagnazione dell’economia. L’élite macroeconomica concepisce la sua partecipazione al potere come un 'free riding'. Particolarmente drammatica è la situazione del sistema giuridico, che permette di lavare via i diritti di proprietà e influisce sulla creazione di norme di comportamento distorte e non di mercato. La valutazione delle relazioni input-output mostra che i fallimenti accompagnano lo sviluppo della microeconomia, a livello di settori e sottosettori. È dimostrato che i cambiamenti strutturali sono correlati positivamente con lo sviluppo economico. Il periodo post-crisi può essere descritto da una ristrutturazione attiva della matrice dei coefficienti di input. La crisi lascia la sua impronta sulla formazione dei settori chiave. Si conferma il fatto ben noto (spesso dimenticato o ignorato) che un’economia moderna non può svilupparsi con successo senza la solida presenza dell’industria. Gli altri settori (agricoltura in primis, turismo e servizi nel loro complesso) completano lo scheletro per ottenere un corpo solido di un’economia che funziona in modo efficiente.
