La première coopération post-indépendance entre le Kenya, l’Ouganda et la Tanzanie (East African Cooperation) a été lancée en 1967 mais s’est effondrée en 1977. Les principaux facteurs qui ont contribué à l’effondrement de la CAE initiale étaient principalement d’ordre politique et économique. La thèse identifie les différences idéologiques comme un facteur important puisque les trois pays membres ont adopté des politiques politiques et économiques différentes basées sur l’orientation idéologique de chaque membre. Le Kenya a adopté une voie de développement industriel capitaliste, tandis que la Tanzanie était socialiste et que l’Ouganda était caractérisé par des tendances despotiques et dictatoriales dans son leadership. Cela a créé des différences idéologiques et politiques qui ont contrecarré les efforts d’intégration dans la région.
