Cet ouvrage analyse les difficultés d’application de la réglementation de change en République Démocratique du Congo, à travers l’étude du rôle de la Banque Centrale du Congo (BCC) face au phénomène du cambisme de rue. Il vise à démontrer les mécanismes permettant à la BCC d’encadrer efficacement les activités de change afin d’assurer la stabilité monétaire et financière. L’étude présente d’abord le cadre institutionnel et réglementaire des opérations de change en RDC, en mettant en lumière les missions essentielles confiées à la BCC par le législateur, notamment la régulation des flux monétaires et le contrôle du système financier. Elle souligne que l’efficacité du contrôle des changes est étroitement liée à la stabilité de la politique monétaire et de change. Ensuite, l’ouvrage examine le cadre juridique du cambisme, les conditions d’agrément des cambistes et le régime disciplinaire applicable en cas d’infraction. Il démontre que le contrôle des opérations de change doit être accompagné de sanctions dissuasives, tout en recherchant un équilibre entre répression, efficacité du marché et innovation financière, afin de renforcer l’effectivité de la réglementation de change en RDC.
