Este trabajo presenta los acontecimientos ocurridos a partir de 1810 en la subregión de valle geográfico del río Cauca durante el periodo conocido como la primera etapa de la independencia que se extendió hasta 1814 cuando el movimiento insurgente fue detenido por el ejército realista de Pablo Morillo. Su objetivo general es el de describir la actuación de los cabildos de las ciudades que se enfrentaron al poder realista, y con ello comprender la participación y el importante rol que cumplió esta institución de raigambre hispánica muy afianzada en la tradición política que dio a luz a las repúblicas hispanoamericanas. Como estudio de caso se toma el interesante proceso de conformación de la Confederación de Ciudades Amigas del Valle del Cauca, la cual puso en práctica el concepto de 'soberanía popular' para llevar a cabo el establecimiento de un pacto y el reconocimiento de un órgano de gobierno que ejerciera la autonomía política subregional por medio de la guerra y emancipación a la tradicional hegemonía de la capital de la Gobernación de Popayán en cabeza del gobernador Migue Tacón y Rosique.
