La contrebande appartient à l’imaginaire fiscal de tous les régimes politiques.Elle s’inscrit comme une contradiction violente de l’État, car les contribuables refusent le système qu’on cherche à leur imposer.Au milieu du XVIIIe siècle, la France de Louis XV traverse une crise fiscale grave, ce qui la conduit à augmenter sensiblement les taxes sur le tabac, le sel, les étoffes. L’accroissement du prix de vente qui en est l’effet produit des conséquences néfastes : émerge une criminalité individuelle ou en bande organisée, qui s’efforce d’acheter à vil prix pour espérer revendre ces produits en fraude. S’ensuivent des affrontements médiatiques - dont l’affaire Mandrin est restée la plus célèbre - qui mettent aux prises forces du fisc et contrebandiers.Est aussi évoquée la mise en cause des agents du fisc, considérés à la fois comme malhonnêtes et incompétents. La monarchie réagit par l’émergence de juridictions de choc, appelées d’exception et dont la commission de Reims est l’avatar le plus étonnant. Cette commission existe entre 1740 et 1789 ; elle rend des milliers de décisions et juge près de six mille personnes.Cet ouvrage revient sur les raisons de sa création, de sa vie et de sa fin.
