Celem niniejszej publikacji jest udzielenie odpowiedzi na pytanie, czy Unia Europejska, a w szczególności pełnoprawni członkowie unii gospodarczej i walutowej, są w stanie opracować wspólne rozwiązania prowadzące do dalszej integracji. Jest to pytanie zasadne w kontekście widocznych różnic w poglądach wyrażanych przez zwykłych obywateli i polityków UE. Z jednej strony kraje znajdujące się w trudnej sytuacji finansowej oczekują wsparcia od innych państw członkowskich, twierdząc, że jest to obowiązek całej wspólnoty (odwołując się do idei integracji); z drugiej strony twierdzą, że spełnienie określonych wymagań w zamian za pomoc finansową podważa ich suwerenność państwową. W pracy przedstawiono analizę dotychczasowych działań w zakresie konsolidacji fiskalnej UE oraz opisano teoretyczny format i zakres unii fiskalnej, możliwe funkcje wspólnych obligacji, skutki emisji obligacji (w kontekście rozłożenia ryzyka między emitentów i wpływu na dyscyplinę fiskalną), a na koniec rolę procesów dezintegracji w kontekście kwestii związanych z finansami publicznymi.
