内蒙古晋语方言，是千百年来在这古朴、淳厚的内蒙古大草原，孕育发展而形成的一支独特的语言体系。刘文秀先生为了建构普通话教学，从七十年代开始，自费徒步行走农村山区，调查研究收集整理内蒙古晋语。跨域半个世纪，在他的女儿刘晓冰大力支持与帮助下，终于将内蒙古晋语方言出版，探究其形成历史、现状及内部分区，古音流变，语音声调，语音规律和方言的声母和韵母与普通话对应规律，入声字在普通话四声中的分布情况和入声特点以及方言词汇和语法特点，熟语等汇成一部完整学术专著。晋语方言中有口语成语的理论，解决了语言学研究中争论不休的方言中有无成语的问题。特别是本书运用语言比较法和语音分析法，解决了晋语方言如何转变成普通话的难题。刘文秀，男，汉族， 1939年出生于内蒙古呼和浩特赛罕区，从事教育工作四十多年，任学区主任，语文教研员，地区中学校长，还有编辑，讲师等职务，同时也是内蒙古语言学会会员和内蒙古作家协会作家。刘老师爱好书法，多年研究语言文字，教育教学，累积资料达百万字。撰写各种论文，传记文学达50多万字，屡见报端杂志。从事过《呼和浩特郊区志》的修编工作，出版《呼和浩特方言辩证》和《类推速成识字法》等书。撰写了《永和诗文集》近百万字，共有五卷，其中第四卷：《汉语常用声符字》和第五卷《内蒙古晋语导论》即将发表。 3
