No âmbito da Administração Pública, as decisões colegiadas do Tribunal de Contas da União (TCU) servem de orientação à atuação administrativa, pois estabelecem critérios práticos que permitem aos gestores públicos concluírem por uma solução possível diante de um caso concreto. Nesse contexto, a problemática da pesquisa empírica relatada neste livro advém da necessidade de mapear todas as decisões que versam sobre uma mesma temática, para além de simples pesquisas por palavras-chave. O estudo teve como objetivos principais: (i) criar um método replicável de delineamento de jurisprudência e identificação de precedentes com uso de Inteligência Artificial (IA); e (ii) contribuir para a sedimentação da cultura de precedentes administrativos no país e para a delimitação jurisprudencial de conceitos jurídicos indeterminados. O recorte temático escolhido para aplicação da extração jurisprudencial encontra-se no cerne das fraudes em licitações, espécies do gênero corrupção, que apresentam como uma de suas patologias a existência de cláusulas nos editais que restringem a competitividade do certame. Assim, testou-se a aplicação de técnicas de IA (machine learning e deep learning) nos acórdãos do TCU (1992 a 2018), com intuito de sistematizar a delimitação jurisprudencial e, consequentemente, a identificação inequívoca dos precedentes administrativos, que dão concreção ao conceito aberto de cláusulas restritivas ao caráter competitivo em editais de licitação. 10
