Celem badania była analiza wpływu modelu federalnego Brazylii na instytucjonalizację polityki naukowej i technologicznej stanu Tocantins (PC&TT). Wyniki wskazały na słabość finansową stanu Tocantins w zakresie proponowania polityk z wykorzystaniem własnych środków. W rezultacie stwierdzono silną zależność stanu Tocantins od środków federalnych. Analizując politykę decentralizacji wsparcia przyjętą przez rząd federalny dla regionu północnego, można było stwierdzić, że nie gwarantuje ona pełnego wykorzystania środków w regionie, ani nie zapewnia ich sprawiedliwego podziału między stany wchodzące w skład tego regionu. Wysoki koszt polityki naukowo-technicznej dla stanów, w połączeniu z ograniczeniami finansowymi i niską widocznością wyników osiągniętych dzięki działaniom i programom naukowo-technicznym w Tocantins, stanowi ważny element w podejmowaniu decyzji dotyczących instytucjonalizacji polityki w stanie Tocantins.
