Weitgehende Ubereinstimmung diirfte heute dariiber be­ stehen, daB die Preissteigerungen, unter denen die deutsche Be­ volkerung so schwer zu lei den hat, nicht ausschlieBlich, ja nicht einmal in der Hauptsache aus dem Mangel an Waren zu erklaren sind. Gewichtige, wenn nicht ausschlaggebende Griinde fiir die gewaltigen Preiserhohungen miissen vielmehr auch auf seiten der Kriegsfinanzwirtschaft - um nicht gleich zu Anfang dieser Dar­ steUung das vieldeutige und daher leicht lniBverstandliche Wort: Geld verwenden zu miissen - gesucht werden. Del’ Gedankengang, del’ zu diesel’, heute vorherrschenden An­ sicht fiihrt, ist del’ folgende: wahrend des Krieges standen dem Hauptkaufer am Markte der Giiter (im weitesten Sinne des Wortes) standen dem Reich, als dem Finanzier des einzig dastehenden Kriegsunternehmens, zum Ankauf des ri’tlsenhaften Heeresbedarfs stets reichliche GeldInittel zur Verfiigung. Del’ Heeresverwaltung, in deren Handen die Beschaffung der Giiter lag, kam es, insbe­ sondere in der ersten Zeit des Krieges, gar nieht auf die Hohe del’ von ihr bewilligten Preise an. Die Hauptsaehe war die Erlangung bestimmter Giiter, die fUr die KriegfUhrung erforderlieh waren.
