Ainsi, le fonctionnaire sera soustrait à l’influence du pouvoir exécutif ; il ne pourra être promu ou destitué. Il sera mis à l’abri des suggestions de l’espérance et de la crainte. Il ne pourra exercer ses fonctions ou en percevoir les émoluments. En un mot, il sera représentant, ne sera que représentant, pendant toute la durée de son mandat. Sa vie administrative sera, pour ainsi dire, suspendue et comme absorbée par sa vie parlementaire. C’est bien là ce qu’on a fait pour les militaires, grâce à la distinction entre le grade et l’emploi. Par quel motif ne le ferait-on pas pour les magistrats ?...'
