L’economia globale sta subendo un grande cambiamento. Per essere competitiva, una nazione deve rafforzare il proprio programma di ricerca, diventare innovativa, rafforzare e proteggere la propria proprietà intellettuale e trovare risorse per la formazione continua dei propri cittadini. In un’economia di mercato globale, il successo competitivo di un’azienda dipende in larga misura dalle informazioni e dalle conoscenze che possiede, sia che si tratti delle competenze dei suoi dipendenti che dei risultati della sua ricerca. Di conseguenza, c’è una naturale corsa alla creazione di conoscenze, al miglioramento delle competenze e alla loro conversione in asset, preferibilmente sotto forma di brevetti. Ciò è particolarmente vero in settori industriali come le biotecnologie, dove gli investimenti iniziali sono elevati, le conoscenze e le competenze richieste sono all’avanguardia e i costi di copia da parte degli esperti sono bassi. La Corea e Singapore, ad esempio, hanno preso coscienza del fatto che, per rimanere economicamente vitali, le loro industrie devono passare dall’essere orientate agli investimenti all’essere orientate all’innovazione. Questo significa essenzialmente occuparsi di ricerca all’avanguardia e proteggere la proprietà intellettuale (PI).
