A externalização de serviços públicos para entidades jurídicas privadas foi implementada na União Europeia, e em particular na Áustria, com o objetivo de cumprir os chamados critérios de Maastricht. Essa externalização trouxe mudanças significativas para todos os envolvidos. O objetivo da tese de mestrado é analisar os impactos financeiros da externalização no orçamento público austríaco. Os resultados da investigação incluem os impactos financeiros da externalização da Austrian Federal Railways (ÖBB) em 1994, os impactos após a fundação da ÖBB-Holding AG em 2004 e os impactos após a introdução da diretriz do Eurostat relativa a 2014, com base na literatura, principalmente em orçamentos e relatórios anuais. As hipóteses formuladas confirmam-se parcialmente. As cisões tiveram pouca influência financeira no momento da cisão, mas após a introdução da diretriz do Eurostat de reatribuir as dívidas dessas empresas ao défice orçamental, tiveram um impacto negativo no orçamento do Estado. Assim, surge a questão da sua pertinência no futuro.
