O livro faz parte da política educacional e de formação no Níger de 1898 a 1974. Esta política é caracterizada pelo controle permanente de todos os novos recrutas. Assim, durante o período 1898-1960, o controlo (acompanhamento pedagógico) era interno no sistema educativo e o controlo externo era exercido pela União Autónoma dos Professores do Níger e pela Associação de Pais para uma melhor formação dos recursos humanos dos alunos no país. Durante o período de 1960 a 1974, os esforços envidados pelo regime PPN-RDA em dotar o país de executivos e o controlo exercido na educação estiveram na ordem do dia até ao advento do golpe de Estado militar de 15 de Abril de 1974 que colocou um fim para isso.
