Diese Arbeit ist im Rahmen eines Forschungsprojektes über Stadtteilorgani­ sationen (community or neighborhood organisations) in amerikanischen Groß­ städten entstanden. Im Laufe dieses Forschungsprojektes verbrachte der Verfas­ ser zwischen Sommer 1980 und Winter 1982 mehr als 12 Monate in St. Louis, Missouri, um Stadtteilorganisationen und Stadtentwicklungspolitik in der Stadt zu beobachten und zu analysieren. Den Kern der Studie bildet denn auch eine Fallstudie über Stadtentwicklung und Stadtteilorganisationen in st. Louis, einer niedergehenden Kernstadt im mittleren Westen der USA. Wie die ThemensteIlung der Arbeit anzeigt, geht ihr Untersuchungsbereich weit über den Gegenstand der Stadtteilorganisationen hinaus und schließt eine allgemeine Analyse des Stadtentwicklungsprozesses in den USA ein. Während der Untersuchung in St. Louis wurde es immer deutlicher, daß Stadtteilorgani­ sationen einen Reflex auf grundlegende Tendenzen des amerikanischen Stadt­ tentwicklungsprozesses darstellen. Das Ziel der Untersuchung ist deshalb, nicht nur die Arbeit von Stadtteilinitiativen im kommunalpolitischen Kontext darzu­ stellen, sondern zu zeigen, wie sich allgemeine Tendenzen des amerikanischen Stadtentwicklungsprozesses auf politische Basiphänomene wie Stadtteilpolitik auswirken. Aus diesen Gründen erweist sich eine eingehende Darstellung des amerikanischen Stadtentwicklungsprozesses als notwendig, die in den ersten vier Kapiteln der Arbeit gegeben wird.
