In den beiden darauffolgenden Abschnitten werden Möglichkeiten und Chancen sowie Hemmnisse und Risiken der Gesundheitsförderung behandelt. Der zweite Abschnitt erörtert und bewertet strukturelle Möglichkeiten, Instrumente und Auswirkungen derartiger Reformbemühungen vor dem Hintergrund eines sozialstaatlichen Wandels.
