Este volume é o terceiro de uma série de livros que se concentram na prática da Gestão Ambiental Urbana (UEM) nos países em desenvolvimento, que enfrentam problemas mais imediatos do que o mundo desenvolvido e têm menos recursos para lidar com eles. É o relatório de um workshop de nível de pós-graduação que teve lugar na Escola de Planeamento, Faculdade de Design, Arquitetura, Arte e Planeamento, Universidade de Cincinnati, EUA, de agosto a dezembro de 2015. O objetivo do workshop era preparar os estudantes para trabalharem no estrangeiro em ambientes pobres em dados como consultores profissionais de planeamento. Os 15 estudantes trabalharam em equipas sectoriais, preparando um plano quinquenal para Metro Manila, nas Filipinas, uma megacidade asiática com sérios desafios ambientais, utilizando uma base de dados do mundo real e um orçamento limitado.
