Dazu werden die Struktur der Internationalen Arbeitsorganisation, ihre Aufsichtsorgane und -mechanismen sowie die Mittel zur Normerzeugung dieser Organisation beschrieben, die in Kolumbien geltenden Übereinkommen und Empfehlungen identifiziert, ihre normative Hierarchie aufgestellt, die Zugehörigkeit dieser Übereinkommen zum Verfassungsblock untersucht und die Leitkriterien für ihre Anwendung in gerichtlichen Angelegenheiten festgelegt.
