O livro analisa a natureza das relações entre os Estados produtores de energia e os Estados consumidores de energia, centrando-se na bacia do Cáspio e no exame de dois casos de estudo, o Cazaquistão e o Azerbaijão. A sua interação com os principais actores envolvidos na região, quer regionais (Rússia, China), quer internacionais (EUA), caracterizada pela competição ou cooperação, ou ambas, no que diz respeito à geopolítica energética no Cáucaso e na Ásia Central, é o conceito principal subjacente à nossa investigação. No entanto, este trabalho será útil devido à análise da influência que os recursos naturais têm na política externa de ambos os Estados, tendo em consideração, para além do facto de serem 'abençoados' com petróleo e gás, três elementos muito importantes: a localização geográfica do Azerbaijão e do Cazaquistão (ambos sem litoral), o papel da sua liderança política na elaboração da política externa e o efeito da política de clãs.
