É efectuada a análise das fontes que caracterizam a situação do sistema de bibliotecas da RSS ucraniana de 1940 a 1980 do século XX, inclusive. Mostra-se que a função mais importante das bibliotecas desse período era o trabalho ideológico sob a direção das organizações partidárias. Todo o trabalho das bibliotecas estava impregnado da componente ideológica de orientação comunista. Qualquer atividade das bibliotecas, quer fosse a compilação de listas de literatura recomendada, o trabalho bibliográfico, o estudo do leitor, a orientação da leitura, o trabalho de história local, a organização de clubes e grupos de passatempos, visava, antes de mais, a formação da perspetiva comunista dos leitores. É também revelado que as bibliotecas da RSS ucraniana foram as iniciadoras da criação de sistemas centralizados de bibliotecas, o que aumentou significativamente a eficiência do seu trabalho e melhorou os serviços prestados aos leitores.
