Este estudo investiga o papel da escassez ambiental e as mudanças resultantes nos padrões de uso da terra, bem como os fatores sociais que desencadeiam ou intensificam o conflito por pastagens na província de Wardak, no Afeganistão. Um conflito recorrente e secular entre os hazara (a comunidade sedentária que vive nas proximidades das pastagens) e os kuchi (pastores) ocorre pelo acesso às pastagens de verão nas terras altas centrais do Afeganistão. Estudos anteriores mostraram uma forte ligação entre a escassez de recursos, juntamente com instituições estatais fracas, e o tipo de regime político, como dois fatores determinantes dos conflitos por recursos naturais no Afeganistão. O público-alvo deste trabalho de investigação inclui: autoridades governamentais, doadores, ONGs nacionais e internacionais.
