The Lagos Plan of Action (LPA) and Agenda 2063 certainly represent two very distinct eras in the dynamics of development planning in Africa; however, they do not reflect an eternal restart of the African will for reconstruction. There is an important transversality in the formulation of Africa’s vision between the two plans. Is Agenda 2063 a reproduction of the LAP? This work attempts to produce an objective answer to this question based on a lexicometric analysis. The interest of a lexicometric analysis lies in its capacity to extract from a given text the abundance and lexical proportions of a discourse, thus deconstructing the structure of the deep thinking of the textual fabric.This analysis carried out with the help of the World List Expert software will allow us to understand, from the lexical abundance and the proportional ratio of words, the choices, preferences, convictions and thoughts that emerge from the corpus of the vision of the two planes.
