Der Band spiegelt die Ergebnisse einer wissenschaftlichen Konferenz in Poznan wider. Beginnend mit der Völkerbundära wird die friedenssichernde Potenz des Minderheitenschutzes, aber auch die mögliche destabilisierende Wirkung der mißbräuchlichen, unzureichenden Behandlung der Minderheitenproblematik untersucht. Aus juristischer, politologischer und geschichtswissenschaftlicher Sicht werden neben Grundsatzfragen der Themenbereiche Völkerbund, Vereinte Nationen und europäische Institutionen bilaterale Minderheitenschutzregelungen analysiert. Theoretische Erörterungsschwerpunkte, die z.T. kontrovers und offen bleiben, sind u.a. die Abgrenzung von Selbstbestimmungsrecht und Minderheitenschutz sowie die Frage, ob die Staatsangehörigkeit Voraussetzung für Minderheitenschutz ist bzw. sein soll.
