L’objectif de développement durable n° 5 vise à 'réaliser l’égalité des sexes et l’autonomisation de toutes les femmes et les filles'. En outre, selon les Nations unies, 'l’égalité des sexes n’est pas seulement un droit humain fondamental, c’est aussi un fondement nécessaire pour un monde pacifique, prospère et durable'. Cependant, ironiquement, les femmes n’occupent que 20 % des postes de décision dans les domaines public et privé. Dans le monde entier, leur visibilité n’est que de 1 à 5 % aux postes de direction des organisations. De même, le pourcentage de femmes dans les services est abyssalement bas. L’étude s’intéresse à l’équité entre les sexes dans les services de l’Inde en général et dans le service administratif indien (IAS) en particulier. Les données de l’étude proviennent de 150 questionnaires, de 27 entretiens approfondis et de divers rapports. L’étude révèle que les femmes sont sous-représentées dans le service administratif indien. Elles ne sont que 13,5 % à occuper le poste de secrétaire du gouvernement indien. La thèse soutient sans ambiguïté que les femmes sont principalement confinées dans les secteurs qui entretiennent les stéréotypes sexistes dominants de leur innéité à porter, élever et nourrir. Enfin, l’étude a relevé des cas explicites de discrimination à l’égard des femmes au sein de l’IAS, en particulier au sommet de la hiérarchie.
