The quality of health services is an object of attention and concern for Brazilian society. The search for quality health care services in Brazil has received a lot of attention from the Ministry of Health. Evaluation is an important health management tool. It makes it possible to identify weak aspects and indicate measures to correct course and achieve goals. The state of Santa Catarina has been developing a process to institutionalize the evaluation of management and programs in Primary Care and Oral Health. Despite discussions on the subject, there are still few studies in the literature on evaluating oral health care. The aim of this study was to propose a model for evaluating the quality of children’s oral health care in the state of Santa Catarina.
