„The public sphere does not begin and end when media content reaches an audience; this is but one step in larger communication and cultural chains that include how the media output is received, discussed made sense of, re-interpreted, circulated among and utilized by publics, that is, citizens' (Dahlgren 2009: 74) Europa scheint uns in mancherlei Hinsicht schon so selbstverständliche Realität zu sein, dass wir über die historische Besonderheit dieser Realität gar nicht mehr nachdenken. Wir können problemlos in unsere europäischen Nachbarländer verreisen und müssen dabei noch nicht einmal den Reisepass oder entsprech- de Devisen mitnehmen. Wir können einen Job in Belgien, Finnland oder Por- gal annehmen, und ein Schüleraustausch oder ein Auslandssemester in London, Paris oder Mailand sind schon lange keine Besonderheiten mehr. Dass wir die Staatsgrenze eines anderen EU-Landes überqueren, merken wir mitunter nur noch daran, dass das Handy uns mit einem neuen Netzanbieter begrüßt. So selbstverständlich uns der europäische Einigungsprozess also in mancherlei Hinsicht schon ist, so fremd und unverständlich erscheint uns zuweilen das europapolitische Entscheidungs- und Regierungshandeln der EU-Akteure in Brüssel. Als ‚Raumschiff’ wird das Brüsseler Machtzentrum bisweilen auch bezeichnet - so weit weg und entrückt scheint es seinen Bürgern zu sein.
