’Este libro, editado por Ismael Muñoz, Marcial Blondet y Gonzalo Gamio, surge de las contribuciones que varios investigadores, académicos y expertos en políticas públicas realizaron en la V Conferencia de la Asociación Latinoamericana y del Caribe para el Desarrollo Humano y el Enfoque de las Capacidades (ALCADECA), llevada a cabo en Lima del 14 al 16 de mayo de 2014, con la finalidad de avanzar en «una reflexión desde la ética sobre la agencia efectivamente ejercida por los ciudadanos latinoamericanos y caribeños en estos lustros de apreciable crecimiento económico y de diversificación de estilos de gobierno».Uno de los objetivos de la conferencia fue contribuir a lograr que los temas cruciales del desarrollo humano estén presentes en la discusión pública, sobre todo las propuestas de cómo mejorar la educación, el sistema de salud, la nutrición, la seguridad, el transporte, los espacios públicos y el entorno social en el que se desenvuelven las personas. Por tanto, llevar a la práctica estas propuestas para que amplíen la libertad de la gente, constituye una forma de avanzar en la superación de las barreras para la construcción de capacidades, equidad y progreso social.’
