Sumgayit é a terceira maior cidade do Azerbaijão, com uma população de 297 700 habitantes, e está localizada a aproximadamente 30 km a noroeste da capital Baku, na Península de Absheron. No final da década de 1950, Sumgayit foi fundada como um centro para as indústrias química e petroquímica. As descargas na atmosfera e nos reservatórios de água entre 1970 e 1990 resultaram em alta contaminação ambiental. Em 1992, o Comité Estatal de Ecologia da República do Azerbaijão declarou Sumgayit uma zona de desastre ecológico, embora as emissões tenham diminuído significativamente desde 1990, com o declínio da produção industrial.
