O sangue é o rio da vida que corre pelo corpo humano. Um microlitro (1/30.000 de uma onça) de sangue contém normalmente cerca de 4 a 6 milhões de glóbulos vermelhos, 5.000 a 10.000 glóbulos brancos e 150.000 a 500.000 plaquetas. Para garantir a qualidade, segurança e eficácia do sangue e dos produtos sanguíneos, é essencial dispor de um centro de sangue bem equipado, com infraestruturas adequadas e pessoal qualificado. Assim, a necessidade de modificar e alterar o serviço de transfusão de sangue exigiu a formulação de uma Política Nacional de Sangue e o desenvolvimento de um Programa Nacional de Sangue, que também garantirá a implementação das diretivas do Supremo Tribunal da Índia - 1996.
