در این جلد به طنزنویسان و طنزسرایان دوره قاجار می‌پردازیم. اما تمام آنچه به عنوان شوخیو طنز و هجو می‌گوییم، محدود به شوخی‌های طنزنویسان رسمی نمی‌شود. مردم، نخبگان،مسخره‌ها و افرادی که معمولاً شوخی‌ساز هستند، هرکدام به شکلی در شرایط سیاسی دشوارو به‌خصوص در وضعیتی که مردم با مسئله دیکتاتوری مواجهند، جوک و شوخی می‌سازند؛شوخی‌هایی که گاهی مردم برای یک شاه یا یکی از مقامات کشور می‌سازند و این شوخی‌ها غالباًمنشأ واقعی دارد؛ گاهی پادشاهی عیاش بوده، گاهی تنبل، گاهی خودشیفته و... برای هر کسیبه دلیلی شوخی ساخته می‌شود.
