Com base em documentos inéditos, a elite política da Primeira República brasileira é analisada a partir das fontes primárias em seus discursos nos Anais e Diários do Congresso Nacional. A proposição de legislação social tanto trabalhista como da previdência é estudada ao se pensar o parlamento enquanto arena decisória e ambiente para a construção de consensos entre os poderes dirigentes. O poder Legislativo não seria dócil ao simplesmente acatar as orientações do poder Executivo somente com base na Política dos Governadores, tampouco se tratava de uma elite homogênea, com um comportamento defensivo e contrário à ampliação de direitos e proteção aos assalariados. O atraso para que se aprovasse medidas de proteção ao trabalho se deu em grande medida pela dificuldade em alterar as regras do jogo institucional entre os atores políticos. Ao reformar a Constituição de 1891 e modificar o pacto federativo em 1926, foi permitido ao Congresso Nacional legislar sobre o trabalho. 10
