En este libro el profesor Tomás Polanco Alcántara analiza con especial detenimiento, e interpreta históricamente, el proceso de negociación diplomática que condujo a la firma del Tratado de Paz y Reconocimiento firmado entre España y Venezuela en 1845, treinta y cinco años después de que Venezuela se hubiese declarado Independiente de España. En dicho Tratado España renunció la soberanía que le correspondía sobre el territorio de la antigua Capitanía General de Venezuela, y reconoció como Nación libre, soberana e independiente a la República de Venezuela compuesta por las provincias y territorios que correspondían a dicha Capitanía General, y que se enumeraron así: Margarita, Guayana, Cumaná, Barcelona, Caracas, Carabobo, Barquisimeto, Barinas, Apure, Mérida Trujillo, Coro y Maracaibo.,
