Este libro, editado por la Academia de Ciencias Políticas y Sociales, recoge diversos trabajos de los profesores: Allan R. Brewer-Carías, Luis Ugalde S.J., Luis Daniel Perrone, Jesús María Casal, Juan Garrido Rovira, Enrique Urdaneta Fontiveros, José Ignacio Hernández, Ramón Escovar Salom y Tomás Polanco Alcántara, ue tratan sobre el pendamiento político y jurídico de la Independencia de Venezuela; proceso que se inició el 19 de abril de 1810, conducido por un grupo destacado de civiles, integrados todos en el Cabildo Metropolitano de Caracas. Dicha autoridad municipal depuso al Gobernador colonial Vicente de Emparan, y se constituyó en Junta Conservadora de los derechos de Fernando VII. Al poco tiempo, sin embargo, ya había formado un gobierno independiente y autónomo, que convocó un Congreso General de diputados de las Provincias de Venezuela el cual declaró la Independiencia el 5 de julio de 1811, y sancionó la Constitución Federal de las Provincias Unidas de Venezuela de 21 de diciembre de 1811, considerada como la tercera Constitución Republicana en el constitucionalismo moderno después de las Constituciones Norteamericanas y Francesa.
