Besonderes Augenmerk wird auf die Frage der Bildung von Rentenkapital gelegt. Der Autor kommt zu dem Schluss, dass der Ansatz zur Frage der Renten geändert werden sollte - vom Prinzip der „Solidarität der Generationen' hin zur Bildung von Rentenkapital, das unabhängig von der Regierung ist. Diese Schlussfolgerung kann bei der Ausarbeitung einer neuen Strategie für das Rentensystem herangezogen werden.
