Im Mittelpunkt der Untersuchung steht dabei die Frage, ob mit Hilfe der Abwasserabgabe eine Produktionseffizienz zu erzielen ist bzw. ob Rohwasser hoher Güte einen positiven Knappheitspreis hat.
