《风舞秋海》一书，取名于书中一篇题为《风舞秋海》的散文，大气恢宏，气势磅礴。在度夏圣地秦皇岛海域的秦始皇求仙人海处参观游览，有一尊高大的巨型秦始皇帝(公元前 259-公元前 210)立身石雕像，那么气字轩昂，雄视天下，威震四方。也许，在全中国这是秦始皇最大的一尊石雕像了。这位从公元前 230年到公元前 221年，用十年时间征服了海内四方的中国始皇帝，面对茫茫沧海，既有他真心还想再活五百年的愿望，更有他四海一统的勃勃雄心和霸主的胸怀大略。在这里,始皇帝极目远望,凛然威风,衣带飘摆。千古一帝像是在呼唤着崭新乾坤,再现盛世呼唤中华重振雄风，威扬四海。中华考古证明民族文化已有8000年发展的脉络，确凿历史文字记载已经5000多年的发展进程。中国，历史辉煌，文化辉煌，成就辉煌。到 2024年，新中国成立 75 周年之际，新时代新征程，中国，还将更加辉煌。所以，《风舞秋海》书名寓意中华古国强势崛起，大善至诚,-带一路，构建人类命运共同体构想，砥砺奋进，实现中华民族伟大复兴的中国梦。《风舞秋海》一书中的作品是作家陈欣在不同时期，在国家、省、市级报纸、杂志、电台、新媒体发表过的散文作品。
