C’est la théorie générale de ces deux disciplines qui a été développée ici dans tous ses aspects habituels. Dans le droit pénal général, trois points importants sont en outre analysés :D’abord, dans le cadre de l’internationalisation du droit pénal, la Cour pénale internationale (CPI) a été largement abordée, ainsi que les critiques qui fusent contre elle, en l’occurrence de la part des chefs d’État africains ;Ensuite, dans le cadre de l’élément matériel de l’infraction, a été abordée in fine l’analyse d’un délit spécifique : la sorcellerie, incriminée à l’article 281 du Code pénal. En effet, si cette infraction n’a pas de jurisprudence, c’est certainement en raison de son élément matériel difficile à caractériser ;Enfin, la politique pénale a commencé à prendre davantage en compte les personnes morales, tout en consacrant plusieurs mesures de sûreté adaptables selon les causes et la personnalité des déviants.Le livre II, consacré à la procédure pénale, rappelle à l’État ses obligations de maîtrise du territoire national, par le règne effectif d’une sécurité pour tous.
