Embora a atual divisão entre os governos boliviano e chileno seja o resultado de acções judiciais e de discursos altissonantes, as raízes profundas das discrepâncias boliviano-chilenas residem nas narrativas mestras opostas que ambas as nações construíram e adoptaram em relação à história. Narrativas mestras que, como este artigo pretende demonstrar, tiveram uma influência decisiva na formação das identidades nacionais dos dois países e, consequentemente, no que um acredita sobre o outro do outro lado da Cordilheira.Mas, para além de examinar as diferentes narrativas e o seu impacto na formação das identidades nacionais, este livro inclui uma análise da decisão do Tribunal Internacional de Justiça, emitida em outubro de 2018, que determinou que o Chile não tinha a obrigação de negociar o acesso soberano da Bolívia ao Oceano Pacífico. Esta análise centra-se nos discursos das partes durante o processo e nas repercussões que a decisão teve e é suscetível de ter.
