Od pierwszego stycznia 1996 r. Więzienie Publiczne Bragança Paulista (São Paulo) jest prowadzone przez stowarzyszenie obywatelskie non-profit o nazwie Associação de Proteção e Assistência Carcerária (APAC) i jest postrzegane jako udany przykład zarządzania więzieniem, zdolny do promowania resocjalizacji więźniów. Wolontariusze stowarzyszenia, zorganizowani w grupy robocze, zaczęli blisko współpracować z więźniami. Porządek był utrzymywany dzięki sojuszowi między wolontariuszami a kierownictwem więzienia. Przeniesienie do innej jednostki zostało wykorzystane jako ostateczna ceremonia karna i oznaczało potrzebę wykorzystania „nieudanego' systemu więziennego jako zagrożenia dla więźniów. Jego działanie zaowocowało większą krytyczną pojemnością dla więźniów, ale bez większej autonomii wyboru. Późniejsze przekształcenie więzienia publicznego w ośrodek resocjalizacyjny oznaczało ponowne wykorzystanie tego doświadczenia przez państwo. Wynikająca z tego formalizacja codziennego życia więziennego jasno pokazała, że kontakty z wolontariuszami miały wcześniej konotacje transformacyjne, co było sprzeczne z systemem karnym.
