Aunque México tiene una cobertura del 96.5 % con respecto al suministro de electricidad, solo el 16.23 % de las viviendas indígenas cuenta con este servicio en las regiones indígenas, esto constituye una situación crítica, ya que está asociado con la ausencia de las telecomunicaciones, la educación, los servicios de salud, y en muchos casos, el agua potable. Esta situación propicia que los habitantes de estos sectores utilicen en forma intensiva la leña como principal combustible para los diversos usos finales (cocción, iluminación y calefacción), con los consecuentes daños que esto ocasiona, tanto a su salud como al medio ambiente. Ante tal contexto durante el año 2007 se diseño un proyecto de electrificación rural basado en el uso de aerogeneradores de baja potencia en la comunidad Zapoteca del Carrizal Paxtlán, agencia municipal ubicada dentro de las zonas prioritarias de atención del México. El objetivo del proyecto es el de mostrar el proceso de diseño, fabricación e instalación de un aerogenerador tripala de imanes permanentes de 100 W para el cargado de baterías de automóvil, focalizando la atención en viviendas indígenas con bajo consumo energético.
